allow suite data to be passed in via API

Part of #33

Rather than define a separate rdf-validator-suite.edn file within a calling app's file structure (in order for it to be loaded on the classpath), allow maps to be passed directly into the rdf-validator.test-cases/resolve-test-suites

This will allow a suite defintion to be declared in a calling app's deps file and passed through to a direct call to run-test-cases
