D-Pad and Joystick aren't mapped and no option exists to map them when using external controller #1083

Describe the bug
Using external Bluetooth controller (I'm using IINE controller), the D-Pad and Joystick aren't mapped and no option exists to map them in the settings. Seems to be a problem for many controllers from seeing other issues listed but its critical enough that it prevents playing any game with external controllers.
To Reproduce
Steps to reproduce the behavior:
- Connect Bluetooth controller
- Try playing any game and verify that Dpad or joystick doesn't work
- Try to remap, notice no such buttons exist in options menu
Expected behavior
Have support for D-Pad and joystick
