Mouse Tweaks: set scroll wheel tweak disabled by default

Description of the Bug

The tweak works even if you scroll recipes in HEI, potentially screwing your inventory.

Reproduction

1. Open a chest/crate/whatever
2. Check the recipes or uses of some item in HEI (e.g. uses of wood planks, so there are plenty of pages). Use the scroll wheel to navigate pages while hovering the cursor over the point, where an item in your or chest inventory has been.
3. Close the HEI and see that an item may have been moved, as if you have scrolled the wheel on it.
