Release updated tyto

We haven't had an updated tyto release since 2023, and some of the failures we've seen from packages that depend on tyto are likely due to their use of the old tyto. 

We need both a new GitHub release and a new package pushed to pypi. 

I think version would be 1.4.1, because the differences are only bug fixes, nothing in the API. 
It should also change the supported versions to be 3.9+
