feat(workflows): add design-system-build-quality and story-development-cycle (#63)

Rebased from andersonfelipev's PR #63 with CodeRabbit fixes

New workflows:
- design-system-build-quality.yaml - Pipeline for design system development
- story-development-cycle.yaml - Structured story implementation cycle

New task:
- run-design-system-pipeline.md - Supporting task for design workflow

CodeRabbit fixes applied:
- Fixed code block language identifiers
- Standardized task ID to kebab-case
- Converted YAML to proper inputs/outputs format
- Fixed preflight prompts to numeric range
