TA-Lib for GitHub Actions

Hi.

Can you please add TA-Lib to be installable in an easy way for GitHub Actions pipeline? I want to run tests of a project, and it contains TA-Lib dependency in Python package. So without having binaries on Linux, it's no way to install Python package for ta-lib.

Maybe it is an existing GitHub Action I can use that installs it properly, or you can add a apt-get install ta-lib command to make life easier?
