Fix CEPv1 Migration Style Discrepancies

Goal

Create single stylesheet for any newly migrated CEPv1 CMS.

Requirements

1. Resolving style discrepancies must only require one stylesheet.
2. The solution must not be snippets.

Background

1. Four stylesheets were created for Frontera and loaded by its template to resolve its style issues after migration.
2. @tacc-wbomar never migrated this to Core.
3. More sites are being migrated, like https://3dem.org.
4. @tacc-wbomar created a snippet for each of those 4 stylesheets on https://3dem.org.
5. The tests worked, they could be loaded as one stylesheet for migrated CEP sites.
6. @tacc-wbomar replaced those 4 Fix CEPv1 Migration Style Discrepancies #245 snippets on https://3dem.org with one Fix CEPv1 Migration Style Discrepancies #245 build/ output stylesheet.
7. The next site to need this is https://a2cps.org/.
