internationalization/localization of the web client

Currently the web client supports English and French (by adding the secret `lang=fr` URL parameter).
This should 
a) be documented 
b) turned into a feature by honoring the request header and/or add a button to change languages
c) be enhanced by eventually approaching the community for further translations
