Github workflow to build and publish cross-platform docker images.

Basically exactly what the title says. I need docker images published to support at the very least the ARM and x86 architecture.

This workflow should be triggered when a github release is published by us.

I think we'll just publish to the existing docker hub repo at devgoldy/aghpb_api.
