Notify user on new room membership

**Is your feature request related to a problem? Please describe.**
Users might not be aware that they hace been added to a room.
This could also be helpfull for the transfer room ownership feature (#532)

**Describe the solution you'd like**
Give user adding other users the option to send a notification to the users.
