singlehtml view: Anchor links in toc not working

The anchor links in the table of contents in the third level are not working correct.

For example

should link to: https://docs.typo3.org/other/typo3/view-helper-reference/13.4/en-us/singlehtml/Index.html#typo3-fluid-asset-css
