Generate rpm lockfile using the correct image

Previously we generated the rpm lock file using the registry.redhat.io/rhel9-4-els/rhel:9.4
and not the registry.redhat.io/rhel9-4-els/rhel-minimal which is used in the dockerfile.
This prevented the tar rpm to be added to the lockfile.
