Implement vite-code-inspector-plugin logic into tanstack devtools-vite

I think for tanstack devtools they have quite some good implementations.
They have some logic to detect the IDE or set it through an environment variable and they have highlighting when pressing the go to source shortcut. Both these things seem super valueable to add to tanstack devtools
