useQuery onSuccess not called when data is fetched from cache

Hi, I'm doing some side effects like setState in onSuccess. But I noticed that if the data is from cache, onSuccess callback doesn't get executed and my app crashed. Then I tried useEffect which looks like

const { isLoading, error, data } = useQuery(...);
useEffect(() => {
    setState(...);
}, [data]);

But useEffect didn't get triggered when data changed. So what's the best way to handle this? Thanks
