Exposing `Updater` type #3995

Hello People, So while updating to version@4, I had a need to use the Updater type within trpc package's internals in an ugly way.

I want to open a PR here to export the type properly but I'm hesitant, What's the TanStack's way, So far I have two options:

Export the Updater type from react-query package's type
Export the Updater type from react-core package's type

Any options?
