Query vs Loader

Hello I'm looking into adopting tanstack query + router for react and I'm reading through the router docs. They mention tanstack/loader quite often and there doesn't seem to be much in the way of info out there wrt the purpose of the loader lib. It seems to cover data fetching like query, so I'm left wondering why we need both/one or the other?
