[Feature Request] Allow user to control row.canExpand

I would like to make some rows not expandable.

Currency behavior: All sub rows are expanded when toggleAllRowsExpanded()

Wanted behavior: conditionally make certain sub rows not expandable when toggleAllRowsExpanded()
