[V7] Resizing issue when I place a textarea inside td

Here is my question:
When I place the textarea inside my td, the height of td does not change when I resize the column.
However if I open/close chrome inspector the td height changed to fit the content.

Anyone knows where the problem is and is there anyway to get around this? Thanks!

Right after resizing, textarea is cut off
