I faced the same issue when I used workspace ID, I think the value should be resource ID something like
/subscriptions/<sunscription-id>/resourceGroups/<rg-name>/providers/Microsoft.OperationalInsights/workspaces/<loganalytics workspace name>
It went through to the next stage but failed with another error.

Then the function app would be failed to execute if using workspace resource id #11
