Stand up a testing instance

To make it easy for user's to try out AME we a public testing instance behind Github login. Argo does something similar.

We should do this on GCP as that is the environment AME is most likely to be deployed in first.

Acceptance criteria:

• There is a public instance of AME behind Github login.
• This instance supports CPU and GPU workloads with some form of auto scaling.
