SAF/Download folder not allowed, can you clearify better please ?

What is/are your question(s)?

Please do not suddently jump in saying I should google and/ or read the faq: I did, but since I am not an Android developer this thing doesn't make much sense to me.
Also, I didn't quite understand the explanation offered in the faq, and further elaboration would be appreciated.
On Android14 (rooted, no external storage) NewPipe does not allow me to pick the default Download folder for download, which (whatever explanation you may offer) simply makes NO SENSE: that is the intended purpose of the Download folder, i.e accepting downloaded stuff, also every other apps I have allow to use this folder for download, including Firefox. So as an user I judge this a bug or however a serious limitation which should be fixed. It is a pity that a nice and good app like NewPipe must be ruined for such a stupid thing.

So my explicite questions:
-Can you explain better on which is the cause and why only NewPipe on my phone can't use the standard Download folder ?
-Is there any trick or hack to bypass this ? I.e disabling some system service or app? Playing with Magisk settings ? I have no idea.

Since evidently nobody cares, I will add a comment to my message. I found a solution: simply enable "Ask where to download" in the Settings, it WILL ALLOW you to pick the default Download folder 🤣 🤣 🤣
This is ridiculous. Sorry but was due.
