Does techempower accept proprietary compiled binary submission?

No, you need to show the code for the benchmark.
Also I think that you need a way that apps could use your proprietary tech without see your code. (Like nginx that anybody can create extensions without necessary see the nginx code).

If you send a compiled binary, you can use a lot of black hat tricks and fakes, that are not accepted and detrimental for the frameworks that use it correctly.
