RFC: Add flag to support *not* pulling images #12
Description
Summary
Debugging/implementing new images locally is currently a pain. It requires commenting out the pull techempower/tfb.verifier portion in the toolset, rebuilding the toolset, changing and building techempower/tfb.verifier locally, then running tests.
This should simply be a flag that disables pulling images.
