⬆️ Update pre-commit tool versions (ruff, actionlint)

Bump ruff from v0.13.0 to v0.14.5 and actionlint from v1.7.7 to
v1.7.8 to get latest bug fixes, performance improvements, and
security patches for Python linting/formatting and GitHub Actions
validation.
