On "normal" pages it isn't kicking, only when requesting potentially expensive actions, like special pages, page histories, or URLs with query strings on it. That way, search engines don't have a problem, and since there's a frontend cache for those pages, it also doesn't cause excessive load to let crawlers get those pages.
