Use Weblate as translation platform

Translating via PR is ok, but it is harder to keep up with changes as translators need to be actively checking changes in git history and translation file. Also it requires to deal with committing and opening a pull request, which can be both distracting and challenging (for some translators).

Weblate is a web-based translation platform that handles of these issues. It notifies translators provided that they set to watch the translation project, it doesn't require the translator handling git, translator sees strings not a file, and other benefits.

Weblate also provides gratis hosting for libre/free projects, so I assume Anubis would be welcome into there.
