[Feature request] Dry run for first deployment and data collection #1334

We want to deploy anubis in our live system, but the impact on customers/bots is hard to gauge.
Solution you would like.
It would be nice to have the option for a dry run. In dry run mode the system should not block or output challenges and log the results and expose the results via the metrics option. That would allow a first deployment of the software to collect data without impacting traffic.
Then we could plot the metrics via grafana to be able to see how much of the traffic would be challenged/blocked.
