Remove bash dependency

A pure python approach would make this project easier to work with on multiple operating systems.

Rewrite these files in python:

• builddatapack.sh
• setupdeb.sh
• setuptoxtestenvironment.sh
• data/rebuilddatapack.sh

Prerequisite issues:

• Remove gpicview dependency and add picture viewing GUI using python #9
• Remove zip dependency and add file compression using python #10
