Description
To enter a record in the FrameworkCollaborators table, the admin ID being used was wrong. It was fetching the first available admin ID from the AdminUsers view which could be from any centre if a where condition is not used. I put the extra clause in the select statement and now it picks up the correct value.
When I corrected the above query and removed the contributor and added it again, this time the admin ID was correct.

Hence the user is now able to see the edit permission on the framework.
