Bump FluentValidation and FluentValidation.AspNetCore

Bumps [FluentValidation](https://github.com/JeremySkinner/fluentvalidation) and [FluentValidation.AspNetCore](https://github.com/FluentValidation/FluentValidation.AspNetCore). These dependencies needed to be updated together.
