Tag background inactive

The current background of the inactive type is not distinguishable from background alternative.

In web there's a logic in alternative to darken this color in order to fix this problem, but in the tag specs we don't have this covered.

I see three possible scenarios here:

• Create a tagBackgroundInactiveAlternative token
• Copy the logic we currently have in web in the tag specs
• Darken the current token to be above backgroundAlternative
