What is the new behavior?

Includes tungsten line fixes from: #2267

This PR also includes a full loop for the remaining 1B oxygen byproduct (this oxygen came from the 2B of water in the sodium bicarbonate recipe, however the tungstic acid step removed the hydrogen needed to convert this remaining oxygen back into water). This makes the tungsten line a now fully closed system where the only inputs needed are scheelite/tungstate dust (and 3B of hydrogen without the evaporation tower) with the only outputs being tungsten (and any calcium/lithium that comes with the scheelite/tungstate).

Implementation Details

Added a new "synthetic water" fluid, this prevents the tungsten line from producing excess hydrogen by simply pumping infinite regular water into it and banking the excess hydrogen. Synthetic water has to be made in a chemical reactor from hydrogen and oxygen and can't be made infinitely (without some other source of infinite hydrogen/oxygen)

The evaporation tower now also outputs 6B hydrogen on its first layer (also 6B in the distillery) to allow the synthetic water to be looped. (6B comes from 2B of hydrogen required per loop but the inputs into the evaporation tower represent 3 cycles of the loop).

Additional Information

Honestly wouldn't mind if this didn't get implemented since the addition of synthetic water could cause confusion and the previous PR ensures the only excess output is oxygen which is already far better than a bunch of random extra sodium.

Potential Compatibility Issues

Even more reworks to people's tungsten lines on top of the previous changes.
