Modernize ZAP handling

Currently ZAP behavior is largely based on legacy and requires a cooperation of the startup script used to start the server.  The ZAP behavior should be modernized to embrace the entity and service container roll that it has become and do ZAP and resend processing in process rather than through the start script.
