What is the difference between the module subfolder here and edgeai-tiovx-modules?

Beside being pretty confusing (on top https://github.com/TexasInstruments/edgeai-tiovx-modules is pretty outdated, https://git.ti.com/cgit/edgeai/edgeai-tiovx-modules/ is the recent one), it contains partly the same files (by name) with similar content, yet all with differences? Shouldn't the (potential) improvements from here go to edgeai-tiovx-modules and apps just use those?!
