fix(devices): Drop the outdated Release Specific PLL

The Release Specific PLL Guide was intended for SDK 08.06
&amp; SDK 09.02 baseline &amp; hence it doesn't make sense to carry it
until now as the SDK baseline is now moved to 11.1
Hence, purge the section from documentation.
