fix(component-owners): use lowercase team names

There appears to be a case sensitive match in the group logic from
component-owners that is potentially incorrectly labeling groups as
users and passing it along to the GitHub API triggering some cryptic
errors about being unable to "resolve a node with the global id of
<hash>".

Set groups to lowercase since that's primarily what GitHub uses behind
the scenes anyway.
