Why does pad_edge=False allow for an extra character in cell?

I'm seeing unexpected behavior with the pad_edge Table setting.

In the following code, setting pad_edge to False allows for one extra character beyond the specified Column width.

from rich import print

table_1 = Table(Column(width=5), Column(width=5), show_header=False, pad_edge=False)
table_1.add_row("123456", "123456")
print(table_1)

Output

┌───────┬───────┐
│123456 │ 123456│
└───────┴───────┘

Expected Output:

┌──────┬──────┐
│1234… │ 1234…│
└──────┴──────┘

If I set pad_edge to True, the expected truncation occurs.

from rich import print

table_2 = Table(Column(width=5), Column(width=5), show_header=False, pad_edge=True)
table_2.add_row("123456", "123456")
print(table_2)

Output

┌───────┬───────┐
│ 1234… │ 1234… │
└───────┴───────┘

Why does setting pad_edge to False allow this extra character? Is this a bug or is it by design?
All code was run using Rich 13.9.4.

@willmcgugan I am curious if you've had a chance to examine this. I just need a quick yes or no on whether this is a bug so I can figure out the best way to proceed.

In summary, setting pad_edge to False allows me to exceed the specified data width for a column. See examples in the original question.
