On my last deployment I noted the following APIs and IAM permissions which were required, but not specified in the Getting_Started.md

APIs:
Eventarc API
Cloud Run Admin API
Cloud Functions API
Artifact Registry API
Cloud Build API

IAM Permissions FIREBASE_SERVICE_ACCOUNT needs:
Firebase Rules Admin
Cloud Datastore Index Admin
Cloud Functions Admin
Service Account User
