[They Drew First Blood] cannot be finished. There's no one in the cellar to deliver [Keeshan's Possessions].
Current behaviour:
After getting the completion status in the quest I went down to the inn's cellar but it was empty. [John J. Keeshan] wasn't there to finish the quest.
Expected behaviour:
On arriving to the cellar, [John J. Keeshan] should be there to deliver the quest.
