The last update differs from what the CI shows for some reason.  Perhaps there
were some other changes around the same time.

Updating failing rule placeopt__design__instance__area from 2070 to 2913.
Updating failing rule placeopt__design__instance__count__stdcell from 17712 to 25144.
Updating failing rule cts__design__instance__count__setup_buffer from 1540 to 3048.
Updating failing rule detailedroute__route__wirelength from 90085 to 132237.
Tightening rule finish__timing__setup__ws from -114.09 to -81.55.
Updating failing rule finish__design__instance__area from 2237 to 3341.
