Doubts about how power reporting works in OpenSTA

It is not very clear to me how OpenSTA performs power reporting, especially which cells are referenced under the "clock" entry.
Which cells does it refer to?

I assume it is any gate driving to a clock net.

Are you sure? Because the leakage power seems too high to be attributed only to those cells. It almost looks like filler cells are also being included in the report as part of the clock-related cells.

Filler cells would be very too include as they have no connections. Can you provide a test case?
