I've found that if both "ANTENNASIDEAREARATIO" and "ANTENNADIFFSIDEAREARATIO PWL" rules appear together for a layer in a TECH LEF file, then the "ANTENNADIFFSIDEAREARATIO PWL" statement is completely ignored for the purposes of antenna rule checking and repairing. The result is that the tool repeatedly adds a bunch of antenna diodes to the nets with antenna violations until it reaches the iteration limit.
I would have thought that if these two rules are used together, the tool would use the "ANTENNASIDEAREARATIO" rule for any nets without diffusion and then switch to the "ANTENNADIFFSIDEAREARATIO PWL" rule as soon as an antenna diode is added.
