[ERROR PPL-0021] Horizontal routing tracks not found for layer Metal3.

I've tried pin placement -
place_pins -hor_layers Metal3 -ver_layers Metal2 -random

Its showing the error-

Found 0 macro blocks.
Using 2 tracks default min distance between IO pins.
[ERROR PPL-0021] Horizontal routing tracks not found for layer Metal3.
[ERROR GUI-0070] PPL-0021

Can anyone please help me out regarding this?

ppl is the symptom but when you generated the floorplan something went wrong. There is too little information here to know what. What PDK are you using? Does it have pitch & spacing information for Metal3?

I've tried many combination of layers.
I've tried Metal3 in vertical and Metal4 in horizontal as the direction of them was mentioned VERTICAL and HORIZONTAL respectively.
Same error coming.

It somehow worked when i added these two lines in the .def file I initially used for pin placement
