resizer: "Attempt to change the origin of FIRM instance" caused by "high" capacitive load

Describe the bug

I expect a higher capacitive load on one of my design's pins, so I've configured it with a load of 50pF in the constraints SDC. This causes large setup violations to be reported and finally an error of the resizer during repair_timing in the global routing stage.

Expected Behavior

Don't error out (and also don't struggle so much with the timing, but that's a different topic).

To Reproduce

The issue can be reproduced quickly with a simplified version of the i2c-gpio-expander design already included in ORFS.

This issue appeared after a different crash was fixed by #8196 .

It looks like we are missing a Resizer::isLogicStdCell check before attempting a size move.
