cut rows does not account for endcap corners sizes causing overlapping corner cells

Describe the bug

When the row cutting results in "step" between rows that is less than the size of a corner cell, the rows will end up leading to placement issues with the corners.

Expected Behavior

Cut rows should account for the size of the corner cell and adjust the cut to avoid min step errors or place_endcaps should be able to modify the rows to fix this issue.
