Update the HSA module with the newly elicited values

Health status adjustment was elicited from an expert panel in late 2025. Paul has a set of tables containing percentiles describing a distribution per gender and year for the period up to 2047 (I think). We need to update the HSA module to reflect this, alongside altering documentation.

Suggested work elements needed:

• Upload Paul's tables to Azure
• Modify nhp_model to allow these to supersede existing values
• Test the effects of the changes - plan any relevant communications
• Update project information (separate issue)

@tomjemmett is speaking to Paul about the structure of the incoming data to better understand whether this can be a relatively easy/quick changeover, or if not, what work would be needed to do so. This may also require us to update the ONS life expectancy tables used (no additional issue for this yet as waiting for Tom/Paul to decide if needed).
