Keyboard layout is ignored (both RA and TD)

When typing the name for a save game both RA and TD use US keyboard layout, regardless of the configured system layout (on Linux, with Wayland, labwc compositor). So with my DE layout I have to type "z" to get a "y" and vice versa, and special characters aren't where expected. There's not much typing so impact is limited, but a fix would still be nice. 🙂

I haven't tested if hotkeys are impacted.

This is a known issue due to the fact that the game uses old code pages for its fonts and the current input method treats the keyboard as essentially a big control pad with hundreds of buttons rather than a text input device which works for most of the game functionality, but not for the few places where text is input.

The fix isn't easy unfortunately and requires rewriting the text input gadgets to use the unicode input facilities of SDL2 and probably an internationalisation library such as ICU to convert the text to the correct code page to display in the ascii fonts the game uses.
