Ability to add "file-level" comments at top of file contents

Over at NeoForge, we wanted to be able to put a default always-present comment at top of a specific kind of config file. Essentially a warning to people that open it to see a message about not putting sensitive data into this specific kind of config because the config contents could be synced from server to connecting clients in Minecraft.

To pull this off, we need NightConfig to allow such "file-level" comments to be injected at top of the config file.

Noting that JToml supports this implicitly- you can set a comment in the PRE position on the root table. Perhaps this can help solve your immediate issue.
