Improve resiliency against missing files

There's still a few spots where the service does not handle missing files or directories well. Sometimes it just throws an error and then carries on (with broken functionality) and sometimes it crashes. In most cases, the service should be able to create the missing files. Indeed, it's already doing it in some places! Use your judgement as to whether you should exit or create the file.
