Old command & conquer games made gaining cash multiply so they won't be too easy to defeat.
In Generals, EA simply gives free money to CPU players, instead of using a multiplier when they collect resources, from both primary and secondary eco like the older games (ignore the fact that the older games don't have a secondary eco and instead keep regenerating primary resources, you get my idea.)
It will make it easier to balance CPU players without relying on giving them free money out of nowhere.
I always have this issue when attempting to balance my custom skirmish CPU players.
